PIRSA has identified value chains as a key to improving the productivity and competitiveness of South Australian agrifood and wine industries.

In 2008 PIRSA sponsored Professor Andrew Fearne as the 14th Adelaide Thinker in Residence to elevate the discussion and knowledge of the importance of value chains at enterprise, industry and government levels.  Professor Fearne is a global academic leader in value chains and consumer research.

As a result of this residency, PIRSA established the Value Chain Development Unit in 2009 to drive the uptake of value chain thinking and management through the agrifood and wine sectors in South Australia.

The key strategies of the Value Chain Development Unit are:
• act as a change agent to galvanise the paradigm shift from a production focus to a consumer focus within industry and across supporting government agencies.
• develop an information hub with up to date global information sources
• develop and deliver educational and capability development programs.
