A Public Environmental Report (PER) on the Encounter Bay Shopping Centre proposal is now available.
Minister for Urban Development and Planning Paul Holloway says the publication of the PER signals the beginning of a nine-week public consultation period as part of the major development assessment process.
The PER - also known as a 'targeted EIS' - has been submitted by Makris Corp. to address in detail social, economic and environmental issues identified in guidelines issued by the independent Development Assessment Commission (DAC).
"Members of the community now have the opportunity to have their say on this proposed development," Mr Holloway says.
"The developer will then have to publicly respond to submissions from the public, councils and community groups in a document that will be considered as part of the final application."
Makris Corp. submitted a development application in January for a retail and community centre and associated residential development at a site four kilometres from Victor Harbor.
The targeted EIS addresses the need for the proposed development, including the South Coast region's medium- to-long-term retailing needs, and describes how the proposal relates to the community of Victor Harbor and its surrounding areas.
The report also addresses how the proposed retail and residential project will affect traffic, parking and pedestrian movements, and addresses sustainability issues such as storm and waste water management, carbon footprint, energy efficiency and climate change.
