Minimising approval headaches

Transcript of article that appeared in SA Mines & Energy Journal, August/September 2009, page 21

For many mining companies, the journey through the approvals process can be complex and involve many government departments to ensure that statutory regulations and compliance are met.

The Resources and Energy Sectors Infrastructure Council (RESIC) is a nexus between government and industry, with representatives from both sectors. RESIC is primarily charged with addressing infrastructure issues, but also to help smooth the approvals process. It recently held a workshop with key representatives from government agencies and industry to evaluate the approvals process for Iluka's Jacinth Ambrosia project.

The post-approval evaluation allowed the parties to discuss what they needed, examine where the process supported this – and where it didn't. According to RESIC, the outcomes were enlightening for both sides. One of the important recommendations to come out of it was for a case manager in government to be appointed to significant projects.

South Australia has long been acknowledged for finalising mining approvals in around eight months. In fact, the state's lead mining regulatory body, Primary Industries and Resources SA, is working to consolidate this advantage over our interstate counterparts by shortening the process even further to six months.

RESIC plans to hold similar evaluation workshops with future mining projects to foster a leaner approvals regime that supports SA as a destination of choice for mining exploration and investment.
