Equestrian events and registration, changes 1st Feb 2008


Does the change outlined in the News Release dated 1st February 2008 mean that there is no risk of horse flu for SA?

No, the risk is still present while there is disease in Australia.


Will events be open to interstate horses?

Only horses from non-infected states and territories and Green/White Zones of NSW and Queensland are allowed to travel into SA. Presently that excludes horses from Amber, Red and Purple Zones in NSW and QLD.


Do we need to have a vet attend our event to check horses?

No


Do all events of 10 or more horses from two or more properties have to have a permit? 

No, but they need to register their event.


How do I (as an event organiser) do this?

On the PIRSA website – www.pir.sa.gov.au/horseflu and following the links or by contacting PIRSA on 08 8207 7827.


As an event organiser, what material do I need to provide competitors with prior to the event?

Competitors should complete an Event Participant Declaration (EPD) – available on the PIRSA web site. They will also need a copy of “Biosecurity instructions for horse aggregation participants”.


We normally accept “post entries” (entries on the day); can we still do this?

Entries can be accepted as long as participants complete and sign an Event Participant Declaration prior to entry.


Do I still need to submit a biosecurity plan for my event?

No, but organisers of events with more than 50 horses are encouraged to develop a biosecurity and contingency plan.


What will PIRSA compliance officers look for?

Compliance with the conditions of the permit.


Do I need a vet certificate to go with the Event Participant Declaration?

No, owners will only need to sign the declaration stating that the horse has been healthy.


What if I don’t have access to the Internet?

The relevant paperwork can be faxed to you. Telephone PIRSA 08 8207 7830 and ask for the papers to be sent to you via fax or post.


If I want to attend an event in another state, and return to SA, what paperwork do I need?

You will need to contact the relevant authorities in that particular state to check what is required.
You will need to complete a Horse Health Statement to return to SA.


If I am planning a non-competitive event like trail riding or a horse sale, with more than 10 horses from two or more properties, do I still need to register my event?

Yes.


If I am planning to travel to a beach ride with friends, do I still need an Event Participant Declaration?

Yes, if there are more than 10 horses from two or more properties.


Will other states recognise the Horse Health Statements?

No, it will only allow movements into SA. Each jurisdiction has its own permits for the entry of horses.


When do I need a Horse Health Statement?

You will need it if you are moving horses into SA from non-infected states and territories.


I want to bring a horse in from NSW, QLD or the ACT; will the Horse Health Statement cover this?

No.  NSW, Queensland and ACT remain infected states and as such special conditions apply. Please contact PIRSA 08 8207 7898.


What do I need to bring a horse from Victoria, WA, NT, Tasmania into SA?

You will need to complete a Horse Health Statement (www.pir.sa.gov.au/horseflu) and it must be signed and accompany the horse in transit.


Should vaccinated horses be allowed to attend events?

Yes.
