The Primary Produce (Food Safety Schemes) Act 2004 creates a legislative framework for the application of Food Safety Schemes to specific primary production and processing sectors with significant food safety risks. Each Scheme will specify the food safety standard(s) to be applied to the businesses under the Scheme.
The Act establishes the Dairy Authority of SA and provides the powers for it to administer.
The Dairy Authority of SA
The Dairy Authority of SA was established in 1993. Its primary function is to ensure the safety and quality of the production and processing dairy products in SA by monitoring standards and providing efficient, professional and reliable guidance to the dairy industry. The Dairy Authority approves food safety arrangements and accredits dairy farmers, dairy manufacturers, dairy distributors and dairy produce carriers.
The Authority administers the Primary Produce (Food Safety Schemes) (Dairy Industry) Regulations 2005 and the Code of Practice for Dairy Food Safety (June 2005). The Dairy Authority conducts mandatory second party audits of manufacturers to verify compliance with relevant food safety and dairy industry standards for dairy manufacturers. The Authority conducts third party audits of dairy farms for some dairy manufacturers and oversights third party audits of distribution, carriers and farms.
