Vessel Monitoring System

A Vessel Monitoring System (VMS) is a computer-based system that allows the position of vessels that are equipped with the necessary technology to be automatically monitored and analysed from shore.

Under the Fisheries Management (Vessel Monitoring Scheme) Regulations 2007 the registered owner of a registered boat must ensure that the boat is fitted with a PIRSA-approved International Marine/Maritime Satellite (INMARSAT) C transceiver  (also known as a VMS unit or Automatic Location Communicator (ALC))
unless the registered boat is only used for the transportation of persons, fish or devices to or from another registered boat and/or the setting of pilchard nets.

The primary objective of operating a VMS is to assist with the efficient and effective management of selected South Australian fisheries.  

The VMS unit approved by PIRSA must be installed and maintained to set standards by an approved agent. The registered owner of a registered boat to which an approved VMS unit is fitted must ensure that the VMS unit is operating at all times during a fishing season.

PIRSA needs to hold details of a nominated person to contact in case the VMS ceases to operate.

PIRSA also needs the authority to pass emergency contact details to the Australian Maritime Safety Authority in the case of an imminent threat to life
